Afternoon Breakout Session: BOEM Environmental Studies Program

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEM), part of the U.S. Department of the Interior (DOI), is the Federal agency helping secure America’s energy future through effective oversight of energy production on Federal offshore lands. The BOEM’s renewable energy responsibilities extend from issuing leases, rights-of-way, and rights-of-use and easement for the purpose of researching, producing, and/or supporting renewable energy development on the Outer Continental Shelf (OCS) to approving plans for these activities, particularly for wind and solar. The BOEM is a partner with the Federal Energy Regulatory Commission (FERC) in the management of marine hydrokinetic projects on the OCS, with BOEM issuing leases and FERC issuing licenses for construction and operation of these projects.
Consideration of renewable energy projects in the marine environment requires an assessment of the potential environmental impacts. The BOEM’s responsibilities include determining and evaluating the effects of these activities on natural, historical and human resources and the appropriate monitoring and mitigation of those effects. Through the Environmental Studies Program, BOEM collects information to be used in these assessments and monitoring. In FY 2010, the BOEM national budget for OCS renewable energy is $ $9.5 million. Of that total, $3.9 million has been contracted for renewable energy studies in the Pacific Region.
